As recipients of federal and state funds, cities and counties incur certain environmental responsibilities and obligations under the National Environmental Policy Act of 1969.  To that end, an environmental assessment must be conducted to identify and evaluate the impact of a proposed project on the environment.    The environmental review process must be completed before project funds can be obligated or expended, except for costs associated with exempt activities such as planning, project administration, and engineering.  Big Sandy ADD employs staff that can conduct the necessary environmental assessment.  Fees for this service are contingent upon funding agency requirements.
